I too have not read the manifesto so apologies if I've misunderstood but I thought the proposal was effectively to provide the care for free at point of use but effectively the recoup those monies from the person's estate after they have died?

If so then whilst of course the devil is in the detail (and getting the cut off right) in terms of the social care side of things it doesn't seem like the worst idea I've heard given the obvious need to cover what is a massively increasing cost and one that is only going to increase further as the elderly % of the population continues to grow.
