It's a dramatic interpretation of what they actually did

They introduced minimum standards on fruit to improve the quality of the produce we eat. Most member states set higher standards and the fruit industry itself previously had a system of voluntarily compliance. So if you want, yes, they 'banned bendy bananas'. But like all euromyths it's intended as a scare story to make the ogres of competence creep and loss of sovereignty seem greater than they really are.
