I don’t see how you can interpret the wording

“Any cars that have been lapped by the leader will be required to pass” as being a couple of them or some of them.

Mind you not sure the FIA are arguing that are they. They are arguing the race director has discretion to pretty much decide anything safety car related under 15.3 (which is b***ocks) and that once the race director told the safety car to come off 48.13 took over from 48.12 (also b***ocks in my view but all that they can argue really.)
