that Article 15.3 doesn't simply give the RD carte blanche to do as he pleases re the safety car.

However, can they really overturn the result and have the race declared prior to the safety car? I don't see that happening to be honest...they should simply push for an admission from the FIA that Masi f**ked up and for the Regs to be clarified to prevent any reoccurence of this
