That's the laziest and most complacent view of all

It's basically prevalent because it is so much easier to change a manager that to turn over a squad of players which would require loads of separate deals. Doesn't mean it's necessarily the right identification of the cause of the problem, just that it is so much simpler a potential solution (which doesn't mean it is to be sniffed at - even if turning over the squad rather than the manager is the "right" solution it might still be just plain too complicated to actually do).
Of course changing the manager, if the new one wants a different style of play, will frequently require turning over the squad anyway. Boro tried to change their style of play under Woodgate but failed because they still had a Pulis-style squad and so had to go back to a Pulis-style manager in Warnock.
