I don't see how you can promote the top two when Fulham are still in the mix

I can see the argument that promoting Leeds and West Brom and having no relegation really minimises scope for legal claims (so i do think its possible they will try something like that) but if you are voiding it then surely you just have to be consistent and void the whole thing not come up with some contrived outcome?
