the reason Govt doesn't get to share much data
is because a vocal chunk of the populace get angsty at the thought of Govt having their personal data and snooping on them.  the fact that it'd save money and make their lives a lot easier doesn't seem to mean much when weighed against that.
That and the cost of retrofitting a joined up IT system on multiple government agencies that have all traditionally done their own thing.
