Problem with means testing is that often the costs to set up the means testing
is more than the benefit paid!
Need to have staff, offices, systems etc for people to see to do the testing.
Once you've increased the costs how much do you save?
However I've long thought government departments should be more joined up in their info, makes sense to me that DWP can get info from HMRC on income to streamline tax allowances, child benefit etc.
