I think the motion is based upon if he doesn't receive a new deal

It still allows the option for Boris to bring a deal back to parliament to be voted on and enshrined into law.

Boris argument is that the negotiations are weakened and the EU do not need to reopen the agreement as they know parliament will not allow to leave with no deal.
