its all aimed at 'keeping traffic moving', or at least giving the impression that you aren't waiting for as long.
In terms of Pants issue, it doesn't detect cyclists as they aren't a big enough lump of metal to disturb the magnetic field as they pass over the loops.
As IAH noted, most sets of lights have a 'default' main road that is reverted to in the absence of traffic, and most sets of lights in the off peak periods work on a demand basis - ie if a car is approaching red and goes over the loops and there is no traffic on the green phase the lights will shorten the cycle to give priority to the vehicle as it approaches the stop line.
