I agree on common sense, have pootled through reds at 4am etc in the past.

A couple of months back there was a pedestrian crossing on the way to work that had clearly broken.
It was cycling red to green then back again after 4/5 seconds constantly.
No one waiting to cross, yet cars were STILL stopping and waiting and causing a tailback.
Daft.
