Wrath Help Needed: When does office banter/laughs become "bullying"

serious question.

Might have an issue with a work colleague who was happy to joke and laugh about particular subjects but as time went on they basically were talking a load of crap and everyone makes fun of that now.

For me, they drew up the "playing rules" and were fine to discuss and joke about stuff, but as they realised they were "losing" so to speak, decided not to play anymore and to pull the plug out of the nintento 64 and then blub to the powers that be.

This is all just brewing at the mo, just would like to know a rough consensus of what normal people think. Rather than this person's (warped) views imo
