In the absence of a vaccine the best chance of preserving people's lives is trying to ensure that all those who get the virus and need hospital treatment can get it i.e. the number of cases requiring hospitalisation does not at any point exceed the number of hospital places available (not having the system overwhelmed). But short of a vaccine the assumption has realistically to be that everyone will eventually get it because you can't keep everyone locked away forever.
