Tell that to the Kosovans. It would be perfectly legal under international law.
"In its Advisory Opinion the [International Court of Justice] has ruled that Kosovo's unilateral declaration of independence from Serbia in 2008 does not violate international law ... The Court considered that general international law does not contain a prohibition on declarations of independence"
The key question isn't whether the Spanish constitution permits it, but whether enough Catalonians support it to enable it to fly as a concept.
