Surely though the Catalonian administration derives its powers from

the Spanish law/constitution whereas Kosovo at the time was governed by a UN Resolution following the previous war?

Also interesting to note that the court made clear they were not considering in that case whether there was any issue of domestic law or "whether international law conferred a positive entitlement on Kosovo unilaterally to declare its independence"

So its unclear really whether that advisory decision sets any kind of precedent. that said I was not aware of that ICJ opinion which I would admit does give them some encouragement.
