Fans: Forms verdict on player based on 15ish minutes or so when the ball and telly cameras are on the final third of the pitch.

Manager: Forms opinion on player based on hours of first hand training footage, watching player movement at pitch level, full knowledge of player fitness and mental state, personal experience multiple years of playing and coaching at the highest level, coaching qualifications, etc...
