The business case is for the club to work out. However

it IS a little build it and they will come in that we have the advantage that we are not starting from scratch or even a weak position. If you are already at 90%+ capacity for years on end, it does suggest that you're not going to end up with 3k more empty seats every game. Most likely you will fill 80% of the 3k new seats. Whether that results in a good ROI I can't say but it is certainly possible. If you expand to 50k at the moment then I agree.

I wonder if you've been involved in businesses, or just been an employee / gambler? In business if you wait until you exhaust your capacity then you lose potential customers, some of them forever.
