Concussion is caused not by collision per se

It is cause by the sudden acceleration or deceleration of the brain inside the skull. This can of course happen during a head collision (including heading a heavy ball), but in fact you can even experience a concussion without any contact to the head whatsoever.

Lighter footballs would help of course, but I would suggest the act of heading (even if one were practicing the motion with no ball), combined with unanticipated events reducing control of the motion (e.g. being bumped by a defender) is already a significant part of the problem.
