They don't make people that rarely bet VIP's, they target the ones who may have a problem and then make it easier for them to get in a hole.
There isn't really an equivalent with alcoholics.
Most places stop serving when people get to drunk and will eventually bar 'problem' customers.
Gambling sites target problem customers and make it easier for them to rack up debt.
Not sure going on holidays is regularly causing people to loose everything.
