How about not selling guns to everyone? If your product causes harm to people, there's a

duty on you to minimise that harm, and the duty should be proportional to the extent and severity of the harm (and possibly to the financial return). Guns - extremely high; On-line gambling - high; Sugary drinks - moderate; Football - low.
