why 'should' it have been?
I can see why people would like it to have been, but I also see the counter argument that unexpected things like cup runs should be used as a free for all to give new attendees the chance to go (in the hope they get the bug). its hardly something special like a semi or a final that the regulars are missing out on.
If it's only ever the regulars that get the chances to go, it'll only ever be the regulars that go.
