I agree about the grassroots element, just not so much about the enforced quota.

Our players aren't good enough technically, and that's why they don't go and play overseas.

France don't have a strong domestic league, but their players are able to go and play elsewhere. For some reason British players generally aren't wanted by teams abroad.

Need to get rid of this physical, kick and rush approach from the bottom up. It's not going to be resolved in the next 10 years.
