there's that, plus inflated cost of English players

The PL (and Championship to a lesser but still significant degree) is flooded with foreign imports, many of whom are distinctly average, because it's cheaper to buy an overseas player than an equivalent English player. eg when Redmond goes it'll be for big money, but there'll be a French or Spanish equivalent knocking around who would be a fraction of the price.

Unless and until that changes, opportunities for those average English players to improve, or for up & coming English players to show their worth, are going to be very limited.

(Which then comes back to your point about how they should try moving overseas)
