O'Neill can't have been aware of the financial position - the problem with Windass was that there was no money to sign him.
Worthington always knew what the financial position was (although he does not appear to have been able to work out its implications) so he knew whether or not players were broadly within his budget. But he should still, as Ferguson has always done, have had to make a case for each player he signed. If he couldn't do that then the signings should not be approved. Taking one instance, he could not have made a case for Hughes and we would have saved a lot of money.
