Transition season? What does that really mean if you don’t end up somewhere else?

Personally I think there’s a certain amount of marketing in saying that a club is in a transition season, it kinda lets them off poor performances/deceions/purchases/sales and we lap it up. How many times have we been told that we’re in a transition period over the years? Or a five year plan or something else. Unless we’re then told that when we were promoted we were ahead of The Plan and not ready to be where we were.
