Oh and third possibility is

a transfer ban for a window or two, but they would appeal and these things always get overturned. They've never really hurt any big team in the past, and anyway they could go a few windows without recruiting and still be the best in the country with the squad they have even if some want to leave.

I am not sure whether the EPL has the power to attempt to ban them from European competition for a year but even if they do I am sure UEFA won't agree, as firstly they want City in the CL, and secondly they are currently arguing with the English league over the potential government regulations of football to which they are opposed (of course, as it weakens their power, but their excuse is that football should be free of politics, which is ironic).
