I think England fans travelling in greater numbers is a factor, sometimes I think England fans are targeted by other trouble making opposition fans because of their reputation. Possibly also a lot travel without a ticket.

However, it isn't right to label all England fans as "thugs". Some are, so are some Norwich fans, it's the same with all football fanbases, but not necessarily in the same proportions.
