I think it should be able to get to a similar standard

The failures in the PL seem to me to be more process based than football judgement based.

It's almost as if you need somebody that is brilliant on process managing how VAR operates alongside the person that has the football expertise and makes the recommendations.

Someone with a military or airline based background could be ideal. Not making the decisions, obviously, but managing the process. That bit is a very different skill to being a football referee.
