The fact he moves his arm towards the ball should be enough

Defenders get penalised for it often. Doesn’t mean they wanted to handball it just like this guy probably didn’t.

I would say only a tiny number of handballs are actually deliberate in the true meaning of the word but just moving the hand towards the ball and touching it counts in law.
