Reviewing at slow speed gives a false perception of what actually happened

In slow mo he looks like he spots the ball and makes the decision to deliberately moves his hand towards it to control it. In real time he's jostling with the defender and the ball brushes his hand, unlikely that he could've made have that intention at the pace of the game.

Slo mo should be used to confirm whether he handled it, but the final decision should be made whether it was deliberate when played at real-speed. The ref was only given super slow-mo versions on the screen and based his decision entirely on that.
