To add to that though....

If we say we put Kane, Bellingham and Foden in that top category, should the expectation be so high? Given that in the late 90s and early 00s, across various squads we had Terry, Ferdinand, Campbell, Neville, Ashley Cole, Scholes, Beckham, Gerrard, Lampard, Joe Cole, Shearer, Owen, Rooney and Defoe. The keepers were OK, not great but not sure I would put Pickford or Ramsdale ahead of them. Probably on a par.

We even signed a manager who had won 4 Serie A titles and a Champions League, yet still we couldn't win (or even make the quarter final).

I think we should forget about some divine right to win tournaments, especially when they are not hosted in England, and simply enjoy watching the talent England has to offer, under a very accomplished manager.
