He's a classic example of "talent". He does it for Man City but have you ever seen him

take control of an England game against a strong opponent? He seems to spend all his time passing around the edge of the area, but not really forcing anything, whereas Bellingham has genuinely affected games.

Don't get me wrong - he's a good footballer and has many talents, but before being world class he really needs to be able to take control of a game that needs it.
