I don’t see anything in it that says it has to be followed all the way through regardless of other circumstances or that the race bloke can’t expedite a restart in the way he did. Nothing in 48.13 says he has to wait until 48.12 has played out fully. (Albeit I think it should - maybe you can get a panel to decide it is racing common sense that it should be but that assumes there’s never been a precedent for back markers to be left lapped?)
48.13 simply lets him restart when he thinks it’s safe to do so.
If it was earlier in the race I think we’d have seen 48.12 played out fully but he wanted to end with a racing lap so restarted under 48.13 and I can’t see what clearly and obviously (to cross codes!) makes that decision wrong under the regs and challengeable.
