The only argument I can see….

Is that Masi did something that wasn’t within 48.12 at all, and therefore the rest of the provisions of that section did not apply. But that would require him to have some other power to allow cars to un lap themselves.

in the absence of that, and on the assumption that 48.12 was being followed, it’s application is prescriptive, there’s no subjectivity. 48.13 can’t overrule 48.12, because the course of action is already determined under 48.12. I.e. as part of complying with the requirements of 48.12, the race director will have ordered the safety car to come in 1 lat after the last car to be untapped passes him. I can’t see where it says they “may” pass, I can only see it saying they are required to if the clerk of the course gives the order.

If you’re in 48.12, there is a requirement for all cars to unlap themselves, not just some of them.

48.13 is redundant at that stage.
