Euro 2020 teams - number of wins vs Top 10 ranked European teams (not including penalties) in this tournament.

England 3 (Croatia, Germany, Denmark)
Italy 2 (Switzerland, Belgium)
Belgium 2 (Denmark, Portugal)
Spain 2 (Croatia, Switzerland)
France 1 (Germany)
Germany 1 (Portugal)
Portugal 0
Switzerland 0

Add in penalties and only change is Italy on 4 and Switzerland goes to 1

If we jump to top 5 teams only Italy, Germany and Belgium managed 1 win each within 120 mins (again, Italy jump to 3 with penalties).

Really don't see the big issue. Of course we should get better. So should every team. Not getting better is falling behind. But we performed as well as any other team except for Italy, to whom we lost on penalties.
