I guess the one thing an international DoF can't do is build and maintain a consistent recruitment strategy. You have what you have, essentially (though obviously over time, things like kids' coaching can improve that a lot. But that's a slow old process.) Whereas at club football that's probably a fairly major part of the success (or failure) of the role?
