let him work on a full overhaul of the structure and development cycle across the various levels and bring in specialist coaches for particular competitions/matches.
International football seems to be even more suited to a DOF structure than clubs are. There are so many different facets to it (from identifying who should be selected, coaching tactics, managing during long qualifying campaigns, managing during high intensity tournaments, bringing players through the U18/U21 structures etc) that you're always going to struggle finding a good manager who can (and wants) to do all of that.
And if yoiu do manage to find someone who is good at all the back office stuff, they are inevitably going to get binned because they can't win a trophy within their allotted 4 years.
Maybe the FA has someone doing the Webber role but a lazy Google searching effort is telling me that they do.
