Is it?
If on average there are 20% A* grades in Chemistry A level, but following teachers’ predictions would mean that there would be 35% A* grades, why would it be unfair to bring it back down to the expected outcome?

- Because the pupils did not sit the exams. Usually, that correction would presumably happen
