The key issue, as I understand it, would be whether the act taken is

unfair to the extent that it results in an inequitable outcome for one or some of the members of the premier league.

I agree that the circumstances and alternative courses of action would appear relevant. The premier league don't have "no other choice" though than to end on PPG. They could void the season. They could suspend next season until this one finishes. They could curtail this season and expand the premier league by 2/3 teams for next season which would see all premier league clubs take a hit in tv money to the tune of around £10m.

Which is a more equitable outcome? That or relegating us, Villa and Bournemouth or West Ham?
