14 out of 20 agreeing to freeze the table feels unlikely to me.

Those likely to disagree:

- the 3 clubs currently in the relegation spots
- clubs trying to secure a European place not currently in one of the spots (at least Wolves, Sheff Utd, Tottenham Arsenal, maybe Man Utd if they think Champions League is viable).

So that's 7 or 8 clubs right there.

Those that would prefer to stop i would guess are the current top 4 (maybe 5) and those between mid table and the relegation zone, who will be glad to remove the residual risk of relegation.

I suppose it's possible some of those clubs towards the top of the table that would just miss out if we freeze may accept having Europe denied in order to achieve an orderly end to the season. But it's far from a foregone conclusion that such a proposal would get 14 clubs to support it. Combine a freeze with no relegation and that would definitely get 14 votes i would say.
