Split the population into over 65 and under 65. Broadly, the aim is to reduce the rate at which he over 65s are infected so that there is 'spare' NHS capacity to deal with them. The under 65s will get infected but have predominantly minor symptoms whereas the over 65 have far greater chance of complications.
All about slowing down the spread of infection - there was a great post earlier with simulations of spread - and protection of the elderly.
Just locking the entire population away protects them until measures are relaxed and then we are all back to square one - but with the vaccine closer to being available.
