They're trying to define the 'aim' as something that should be achievable. We can realistically expect to achieve it and sustain it.
In contrast re your 'aim', you recognise that there's no reason to expect us to always be in the premier league - their aim, as set out here, is a thing they think we can expect to achieve.
Assume both they and you will always have being in the premier league as a target. All comes down to language I think.
