As someone who no longer lives in Norwich or indeed Norfolk I do think its

very noticeable when you come back to Norwich (as I do primarily for the football) how many people there are who are homeless and/or have obvious drug or alcohol (and perhaps mental health) issues wandering about in the City centre.

In many ways the city seems more prosperous and successful than ever before but the disparity is striking.
