What am I missing here?

The petition seems a bizarre idea with not much possible gain for remainers. Fall significantly short of decent totals and that has a negative look. Or alternatively get a good total and it can be viewed as people voting numerous times or collecting votes worldwide. I'm just commenting on the petition not the issue. I don't get it. Someone educate me.
