Is an interesting thing. It's good to do a bit of both.
By being very reliant (because of pay) on promoting from within there's a lot of value placed on those who can do temporary promotions or secondments away and we don't get the variety of experience or fresh eyes that you guys might.
That said, because we need highly specialist and niche skills, retaining and offering a career route for those specialists to progress within the organisation allows us to punch well above our weight internationally.
It's not going to get easier either way
