it could be, but that's all speculation

there is a reasonable chance that Putin's sabre rattling is mostly a reaction to US trying to turn his traditional sphere of influence (Baltic states, Ukraine etc) against Russia. And by posting a very heavy military presence around Russia's borders. Basically forcing Russia into an aggressive foreign policy position.

Either way, a more cordial relationship between US and Russia - where these things are discussed amicably and where pressure can be exerted as friends rather by threats, is far better than the proxy wars - both real and cyber - which have been the status quo for the last 70 years.
