you are supposing two things

That players we want can be forced to sign for us.
And
That players we don't want can be forced to leave (assuming you would not want us to pay Lafferty's contract up in full?)

If you drill into the detail the success rate of transfers at most clubs is probably pretty dire. It certainly wouldn't take much looking to find players from other clubs who won't leave, players who wouldn't sign, or signings that turned out to be a bust.

And, in any case, the CEO can hardly be held responsible for "the wrong kinds of targets".
