There are far too many factors involved in football and the margins are very, very small (and an individual manager's impact on any particular result is probably less than 20% of all the factors involved).
Lambert, to use one of your examples, probably isn't as bad as he looked at Villa or as good as he looked while here. He's just one of a whole load of very similar managers who can do very well for a bit if they get a bit lucky and very badly for a bit if they get a bit unlucky but are generally reasonable average standard managers. I suspect AN probably comes in the same category.
