This sort of ridiculous reaction is part of the reason he's popular. He said prior to that he'd have a special prosecutor investigate her, that is independent of the Government. Shortly after that, he said "because you'd be in jail" - he's quite clearly saying that he thinks she's guilty and that would be the outcome (if he thought she were innocent he wouldn't order an enquiry). He's not saying he's going to forgo the due process of law, he's clearly just predicting the outcome of it.
