Yes, of course. If you're turning left you shouldn't have to worry about whats behind you

BUT - cyclists aren't mind readers. That means the one thing you mustn't do is overtake a cyclist just before you're about to turn left, so that you then have to cut across him/her. In that case the cyclist has no time to stop / slow down, and so get mown down by you.

As an aside, there a few crazy cycling paths out there, with left turns which mean there's an underlying danger of cars cutting across cyclists. Bad design. But in those cases, cyclists just shouldn't ride too fast, and shouldn't be undertaking cars near those junctions.
